The UN High Commissioner for Human Rights has documented 1004 cases of sexual violence related to the war in Ukraine from February 24, 2022, to the end of July 2026. Of these cases, 89% of the responsibility is attributed to representatives of the Russian authorities, including military personnel, employees of the Federal Penitentiary Service (FSIN), and the Federal Security Service (FSB).
Another 11% of the cases are linked to the Ukrainian side, including military personnel, the penitentiary service, and employees of the Security Service of Ukraine (SBU). The UN emphasizes that the 1004 cases represent only a fraction of the actual scale of violence, as many incidents remain unreported, and Russia does not provide the mission access to the occupied territories and the people held there.
