On September 23, 2026, new regulations were introduced in Ukraine allowing businesses to continue operations during a drone threat. This became possible due to changes in legislation that govern the activities of economic entities in conditions of increased danger.
Conditions for Continuing Business Operations
According to the new requirements, businesses can operate during a yellow threat level if they have:
- shelter;
- dual-purpose buildings;
- designated safe spaces.
These changes allow businesses to avoid halting operations after each alarm signal, significantly easing the conditions for entrepreneurs.
Classification of Threats
According to Resolution No. 1092, threats are classified into red and yellow levels. The red threat level includes:
- missile threats;
- missile-drone threats;
- mass drone threats.
The yellow level, on the other hand, is established in the case of a drone threat, a threat defined by the information from the Armed Forces, or a signal that is given separately for certain regions.
