Cabinet of Ministers Reduces Limits on Military Reservist Booking in Ukraine

On October 26, 2026, the Cabinet of Ministers of Ukraine officially announced a reduction in the limits for reservist booking. According to the new resolution, defense and energy enterprises will be able to book up to 95% of their employees, while booking beyond this limit will require a separate decision from the Ministry of Defense or the Ministry of Energy.

Main Changes in Booking Rules

Under the new conditions, enterprises may lose their critical status, and employees may lose their deferment rights. The main provisions of the resolution include:

  • The booking limit for defense and energy sectors is set at 95% for auxiliary personnel, while employees engaged in critically important production processes must be booked without exception.
  • Document verification for booking may take up to one month.
  • A new Coordination Center has been established to oversee the verification of reservists' data and recommend the revocation of enterprises' critical status.
  • Enterprise managers will have the authority to make booking decisions, but repeated violations of military registration rules may result in refusal to increase the quota.

Booking Procedure

There is a period of 10 working days allocated for submitting additional booking requests through the electronic service “Diia.” If an enterprise fails to submit documents within the specified timeframe, the decision to increase the limit will become void. After the expiration of the increased limit, the corresponding deferments must be canceled within 5 working days.

Control and Responsibility

The new rules entail enhanced control over compliance with military registration. If an enterprise manager has two or more confirmed violations within a year, this will serve as grounds for refusal to consider proposals for increasing the booking limit. The Coordination Center may also recommend the cancellation of critical status for enterprises upon requests from law enforcement agencies.
