Changes in Employee Booking Rules in Ukraine: What's New?

On October 23, 2026, the Prime Minister of Ukraine Serhiy Koretskyi announced changes to the rules for booking employees from mobilization. These changes will affect enterprises, particularly in the energy and defense sectors, where 100% booking will no longer be automatically guaranteed.

Main Changes in Booking Rules

According to the new rules, the government plans to review the criteria for the criticality of enterprises. This means that:

  • The criticality of enterprises will no longer be determined solely by economic indicators.
  • The maximum level of booking for energy and defense sectors will not be 100% without justification of necessity.
  • Companies will be able to request a higher percentage of booking if they can justify this need.

Accountability for Evasion of Service

Additionally, the Ministry of Defense will strengthen accountability for evasion of service. This means that individuals who evade their military obligations may face stricter consequences.

New Booking Mechanism

The government is also working on a new mechanism that will allow enterprises to fully book their employees. This will be possible provided that companies regularly voluntarily engage part of their employees in military service. At the same time, employees' jobs and salaries will be preserved.

The Prime Minister emphasized that these changes do not imply an immediate strengthening of mobilization but aim to streamline the booking system and eliminate abuses. The new mechanism is planned to be approved by December 1, 2026.
