On November 2, 2026, the Ministry of Finance of Ukraine officially confirmed the establishment of a state-involved fund to manage the pension savings of so-called 'silent' citizens — those who do not actively contribute to pension funds.
Details of the New Fund
According to a report by RBC, the new fund, referred to as the 'authorized fund', is being created to ensure oversight of citizens' pension savings. It is being formed with the participation of two non-state pension funds: NPF 'Blagosostoyanie' and NPF 'VTB Pension Fund'. This will help maintain long-term savings under state control.
Importance for Citizens
The creation of this fund is an important step towards ensuring the financial security of citizens who may not have the ability or desire to actively manage their pension savings. The Ministry of Finance emphasized that with state oversight, these savings will be more protected from risks associated with market fluctuations.
