Energy Situation in Ukraine: Zelensky on New Support Packages and Challenges from Shelling

On November 4, 2026, Ukrainian President Volodymyr Zelensky held a conference to discuss the state of the country's energy infrastructure following recent Russian shelling. The situation remains critical, especially in Kyiv, where power and water outages last for hours.

Challenging Situation in the Regions

The president noted that energy supply issues are not only observed in the capital but also in several other regions, including:

  • Zhytomyr region
  • Chernihiv region
  • Sumy region
  • Poltava region
  • Kharkiv region
  • Cherkasy region
  • Vinnytsia region
  • Donetsk region

In southern regions, there are also schedules and emergency outages, complicating the situation for both the population and businesses.

Energy Recovery and New Support Packages

Zelensky mentioned that due to repeated Russian strikes and ongoing air alerts, restoration work on the energy infrastructure is significantly delayed. However, he stated that reserves of necessary equipment have already been formed, and agreements with international partners for new energy support packages are in place.

The president instructed the government and law enforcement to present measures by the end of the day to ensure cooperation with companies that are lagging in repairs and energy recovery. This includes activating the work of state structures, regional and local authorities, as well as all companies providing people with electricity, heating, and water.

Organization of Electronic Warfare Operations

Separately, the organization of Electronic Warfare (EW) operations was discussed during the conference, with necessary steps identified. Zelensky thanked everyone who is working on restoring energy and ensuring the population has the necessary resources during this challenging time.
