Energy Supply Situation in Ukraine: Consequences of Russian Attacks and Government Actions

On November 6, 2026, President of Ukraine Volodymyr Zelensky held a conference call to discuss the situation regarding the liquidation of the consequences of Russian strikes on energy infrastructure and energy supply issues in the regions. The worst situation is currently observed in Kyiv, where residents and businesses are facing prolonged electricity and water outages.

Causes of the Crisis in Kyiv

Zelensky noted that the prolonged outages of electricity and water supply in the capital are due not only to Russian attacks on energy infrastructure but also to the failure to implement decisions at the city level regarding preparations for the heating season. The President emphasized that these issues require urgent resolution, as the challenges are very serious.

Government Actions to Improve the Situation

The Ukrainian government is taking measures to improve the energy supply situation. In particular, decisions have been made to:

  • ensure additional supply of equipment, including generators and cables, from Germany and Spain;
  • involve additional crews for the restoration of energy networks;
  • launch a monthly payment program for workers involved in restoration work, including energy workers and utility workers;
  • utilize the capabilities of the Armed Forces of Ukraine for the restoration of energy facilities.

International Support and Military Measures

Additionally, the meeting discussed international support and the additional supply of ammunition for F-16 aircraft, aimed at strengthening the protection of energy facilities from further attacks. The President thanked everyone who is working on resolving these issues, emphasizing the importance of coordinated efforts from all services and organizations.
