Context of Financial Assistance

It is worth noting that the decision to provide this financial assistance was approved back on September 24, 2026. However, despite this, there are risks that Ukraine may not receive the planned €5.05 billion. In particular, to receive the remaining funds, certain indicators must be met:

  • €0.7 billion — three indicators for 2025;
  • €1.1 billion — two for the first quarter of 2026;
  • €1.05 billion — three for the second quarter;
  • €2.2 billion — eight for the third quarter: six of which have not been met, and the fulfillment of two others has not yet been confirmed.

Importance of Support

The funds received will be used to ensure the macro-financial stability of the state, which is critically important in the context of war and economic challenges. Zelensky emphasized that such support from the EU is a testament to the unwavering solidarity with Ukraine and called for further cooperation to implement all agreements.
