On October 2, 2026, the European Commission announced that it sees no funding deficit for Ukraine until the end of 2026, refusing to allocate additional funds planned for 2027.
Results of Negotiations with Ukrainian Side
Following recent negotiations with Ukrainian representatives, the EU concluded that the already allocated and planned funds are sufficient to cover Ukraine's budgetary and defense needs until the end of the year. Specifically, a large portion of the €45 billion earmarked for 2026 has already been disbursed, and there are also remaining funds under the Ukraine Facility.
Issues with Defense Funding
Despite the positive conclusions from the European Commission, Ukrainian authorities had previously reported a defense funding deficit estimated at around $27 billion. The Minister of Finance of Ukraine also warned of risks related to delays in some non-military payments, which could complicate the financial situation in the country.
EU's Position on Funding
After consultations with the Ukrainian side, the EU decided that there is currently no need to transfer funds from 2027 to cover the financial gap. This decision is based on confidence that the existing resources are sufficient to meet Ukraine's needs until the end of the current year.
