Evacuation from Oleshky: Action Plan and Ceasefire

Starting from October 27, 2026, the evacuation of people from the occupied Oleshky will commence in the Kherson region, which will take place in several stages. This was announced by the head of the Office of the President of Ukraine, Andriy Lubinets.

Stages of Evacuation

The evacuation process will be divided into four main stages:

  • First stage — public announcement of the start of evacuation.
  • Second stage — preparation and launch of the ceasefire, which will begin in the morning of October 27. During this time, the demining of routes will also be carried out.
  • Third stage — delivery of humanitarian aid to Oleshky, including food, water, medicines, and logistical supplies for the hospital.
  • Fourth stage — unblocking the exit for people from Oleshky.

Ceasefire

The ceasefire will be in effect throughout the Kherson region and in other areas through which the humanitarian mission will pass. This decision was made to ensure safety during the evacuation. Lubinets noted that both sides are committed to not using weapons during this period.

Humanitarian Aid

As part of the third stage of the plan, sufficient humanitarian aid will be delivered. Specifically, the following will be sent to Oleshky:

  • Food and water;
  • Medicines;
  • Logistical supplies for the hospital;
  • Provisions for citizens who decide to remain in the town.

According to Lubinets, Ukraine has already proposed certain ideas regarding the exit procedure to the Russian negotiators, and they have been accepted.
