On October 24, 2026, the Ukrainian government announced the establishment of a new Coordination Center for employee reservation. At the same time, the maximum reservation limit for energy and defense enterprises has been reduced to 95% of conscripted employees.
What do the new changes entail?
According to the new regulations, central authorities and regional military administrations are required to review the criteria for identifying critical enterprises within 10 days after the amendments come into force. This means that:
- The criteria for determining the criticality of enterprises are being updated, but this does not lead to the automatic cancellation of status for all enterprises.
- Those enterprises that meet the new criteria will be able to retain their status as critical.
- Enterprise leaders will independently determine which employees to reserve within the established limit.
Role of the Coordination Center
The Coordination Center will review requests from government bodies, provide recommendations on the status of critical enterprises, and approve reservations exceeding 50% of employees. This will allow for more effective coordination in the context of military actions and the need to support the country's defense capability.
Importance of the Innovations for Energy and Defense
The limitation on the reservation level to 95% for fuel and energy and defense industry enterprises is an important step towards optimizing resources. Employees necessary for production, the fulfillment of defense contracts, and emergency recovery work must be fully reserved. Additionally, individuals with deferments for other reasons, such as large families and guardians, are also taken into account.
