Government introduces monthly payments for energy workers and communal services for infrastructure restoration

Today, November 4, 2026, the Ukrainian government has decided to introduce monthly payments of 30,000 UAH for energy workers, communal services, gas workers, water supply workers, and railway employees involved in restoring damaged infrastructure after Russian attacks. These payments will be effective from November until the end of the heating season.

Reasons for Introducing Payments

Prime Minister of Ukraine Denys Shmyhal noted that the decision for additional payments was prompted by unprecedented attacks on the country's critical infrastructure. Since August this year, over two thousand hits have been recorded on facilities that ensure the population's livelihood. Every day, the enemy launches between 300 and 400 drones and regularly bombards infrastructure with missiles, including ballistic ones.

Who Will Receive Payments

The state assistance will be provided to workers involved in restoration works at:

  • electricity, heating, gas, water supply, and sewage facilities;
  • public railway transport facilities.

Payments will be made for each month of participation in restoration works, starting from November until the end of the heating season.

The Importance of Infrastructure Restoration

The scale and intensity of attacks on infrastructure are unprecedented throughout the full-scale war. Restoration crews are forced to constantly eliminate the consequences of strikes, significantly complicating the situation. The Prime Minister emphasized that thanks to these specialists, the energy system, housing and communal services, and railways continue to function, which is critically important for maintaining the country's resilience.
