Today, October 29, 2026, the government of Ukraine announced changes to the rules governing business operations during the yellow alert level. Prime Minister Koretsky emphasized that the primary priority remains the safety of people, while also ensuring the continuity of economic activity.
Main Changes in Regulations
According to the new initiatives, businesses will be granted more time to establish shelters or safe spaces. This is a crucial step, as government data indicates that a significant portion of businesses has yet to meet basic safety requirements. Specifically, the following changes are proposed:
- More time for shelter arrangements: entrepreneurs may receive extensions for establishing shelters or safe spaces, including mobile structures.
- Requirements for shelters will depend on the number of people: these will be determined based on the number of employees and visitors present on-site at the same time.
- Shelters can be located outside the business premises: it is permitted to use nearby shelters, provided they have adequate capacity.
Monitoring Compliance with Requirements
By March 4, 2027, military administrations will collect data on compliance with the new requirements. Based on the collected data, the government will make further decisions regarding the regulation of business operations during the yellow alert level. This will not only ensure safety but also support economic activity in the country.
