On October 14, 2026, Kyiv Mayor Vitali Klychko addressed the Verkhovna Rada, informing lawmakers about the measures taken to prepare the capital for winter amid the full-scale war. He emphasized the city's efforts to ensure energy security and the functioning of critical infrastructure.
Ensuring Kyiv's Energy Security
Klychko noted that the capital has taken several steps to prepare for the winter season, including:
- preparing nearly 700 generators of various capacities for heating and water supply facilities;
- constructing 3 diesel power plants;
- purchasing over 6,000 units of equipment – generators, inverters, batteries for the housing stock;
- ensuring all educational institutions are equipped with generators, including 285 high-capacity units;
- providing city hospitals with 480 generators;
- having 15 hospitals with their own wells, with another 6 under construction.
Klychko emphasized that despite constant Russian attacks, the city continues to work on restoration and ensuring its functioning.
Criticism of the Government and Questions About Air Defense
The Mayor also criticized the central government, accusing it of blocking funding, which complicates the implementation of planned programs. He raised questions about:
- where is the air defense for the protection of the capital;
- where is the protection of Ukrenergo facilities;
- where are the billions of hryvnias allocated for these needs.
Klychko stated that local self-government is under pressure from the government, which is trying to destroy it not only in Kyiv but throughout Ukraine.
Confidence in the City's Ability to Overcome Challenges
Despite all the difficulties, Klychko expressed confidence that Kyiv would manage the heating season and ensure the capital's life support. He urged lawmakers to pay attention to the problems of local self-government and support them in facing the challenges that arise before the city.
