As of November 4, 2026, Kyiv enters winter with critically damaged substations, significantly complicating the electricity supply situation. According to MP Olexiy Kucherenco, the city can only produce 10-15% of the necessary electricity, putting not only electricity supply but also water supply and heating at risk.
Severe Damage to Substations
All key substations around Kyiv have suffered significant damage, leading to a critical electricity deficit. Kucherenco notes that:
- Power outage schedules may become permanent;
- 95% of settlements lack backup power;
- There are insufficient reserves for metro operations;
- Critical infrastructure will receive priority in case of electricity shortages.
Issues with Water Supply and Heating
Due to the instability of electricity supply, there may be interruptions in water and heating services. Kucherenco emphasizes that energy workers currently have a planning horizon of only one day, complicating the ability to predict the situation. As a result:
- Voltage spikes may lead to pump shutdowns;
- Water supply is also at risk due to electricity instability.
Winter Prospects
The energy situation in Kyiv and neighboring regions, such as Dnipro, Kryvyi Rih, and Odesa, remains critical. Kucherenco stresses that accurate outage schedules for the winter cannot currently be predicted, as everything will depend on new attacks from Russia. Authorities urge citizens to be prepared for possible disruptions in electricity, water, and heating supplies.
