Ministry of Digital Transformation Plans to Build Data Center for Ukrainian AI

On October 28, 2026, the Minister of Digital Transformation of Ukraine Oksana Ferchuk announced plans to create a data center that will serve as the foundation for the development of sovereign artificial intelligence (AI) in Ukraine. This initiative aims to ensure the technological sovereignty of the state and facilitate the development and testing of various AI models.

Competition Among Investment Companies

To implement the project, the Ministry of Digital Transformation will hold a competition among investment companies, which will allow for the attraction of necessary resources and expertise for the construction of the data center. This step is crucial for ensuring Ukraine's independence in the field of technology and artificial intelligence.

National Language Model and Data Corpus

Additionally, in January 2027, the Ministry plans to launch a national language model and a data corpus, which will be created in collaboration with Kyivstar. This will be another step towards the development of Ukrainian AI and enhancing its competitiveness on the international stage.

Development of "Diia City" to Attract Investments

The Ministry will also continue to develop the "Diia City" platform, which is aimed at attracting investments in Ukraine's technology sector. This initiative seeks to create a favorable environment for startups and innovative companies operating in the digital technology sphere.
