The Prosecutor's Office of Ukraine has announced suspicions against three leaders of territorial recruitment centers (TCC) in a case concerning fictitious mobilization. Specifically, this involves a current and former leader in the Transcarpathian region, as well as one former leader in the Chernivtsi region. Additionally, two former heads of the RTC in Chernivtsi are also implicated, with indictments already sent to court.
Details of the Allegations
According to the investigation, from December 2025 to February 2026, the suspects entered data on at least 857 fictitiously mobilized individuals into the "Oberih" registry. This was done to artificially inflate the indicators of mobilization plan fulfillment. Among the fictitiously mobilized individuals were:
- citizens who did not appear at the TCC;
- active military personnel;
- non-existent individuals.
Findings in Transcarpathian and Chernivtsi Regions
In the Transcarpathian region, the investigation identified 54 cases of fictitious mobilization. One of the TCC leaders recorded data on 8 individuals who were not actually mobilized, while another former acting head of a TCC recorded data on 46 individuals. In the Chernivtsi region, 803 cases were identified. One colonel reportedly entered data on 631 non-existent citizens, while two other former TCC heads recorded 99 and 73 individuals as mobilized, respectively. Among these were also fictitious individuals and active military personnel.
