On November 4, 2026, it became known that NABU and SAP exposed a criminal organization that systematically bribed high-ranking law enforcement officials to ensure the uninterrupted operation of fraudulent call centers and other illegal businesses.

Details of Operation 'Carthage'

The operation, named 'Carthage', was conducted as part of an investigation into the activities of the criminal organization. According to the investigation, the scheme involved:

  • current high-ranking officials of the Security Service of Ukraine (SBU),
  • representatives of the National Police,
  • officials from the Office of the Prosecutor General,
  • members of the criminal environment.

Participants in the criminal organization provided illegal benefits to law enforcement officials in exchange for protection over fraudulent call centers, which operated without hindrance due to these bribes.

Government Response

NABU and SAP promised to release more details about the investigation's progress and the operation's results in the near future. They noted that searches at high-ranking SBU officials were related to this investigation.

Importance of the Exposure

Exposing such criminal activities is a significant step in the fight against corruption in Ukraine. Systematic bribery of law enforcement undermines public trust in state institutions and creates conditions for the impunity of criminals. Operation 'Carthage' could become a turning point in the struggle against corruption within law enforcement agencies.
