New Booking Rules for Critical Enterprises Approved in Ukraine

On October 13, 2026, the Ukrainian government decided to establish a Coordination Center for Booking Issues, which will review booking rules for critical enterprises. This decision was made in the context of the need to optimize resources across various sectors.

Changes in Booking Rules

According to the new rules, the government plans to reduce booking limits for certain enterprises. Specifically, it is proposed to:

  • Reduce the booking limit for defense and energy enterprises from 100% to 85%.
  • Lower the limit for heating, water supply, and waste removal enterprises from 75% to 60%.
  • Maintain the current 50% limit in sectors where it is currently applied.

Additionally, the document has removed the provision that allowed not to count employees with deferments, such as students and parents of many children.

Role of the Coordination Center

The new Coordination Center will be responsible for determining which enterprises are considered critical. It will include representatives from the Security Service of Ukraine, Main Intelligence Directorate, Foreign Intelligence Service, and National Police.

By October 20, it is planned to review the criteria for the criticality of enterprises across all sectors, allowing the new rules to be adapted to current needs.

Next Steps and Uncertainty

Although the government has already approved the changes, the final decision regarding the reduction of booking limits will still be refined over the next five days. This means that the specified limits may change. It is also currently unclear what will happen to already issued bookings.
