New Mobilization Rules in Ukraine: Police Detain, TCC Only Issues Summons

On October 21, 2026, new rules regulating the mobilization process came into effect in Ukraine. According to the new regulation, men of mobilization age can only be detained and transported to territorial recruitment centers (TCC) by the police, significantly changing previous procedures.

Main Changes in the Regulation

Under the new rules, the police have exclusive rights to check documents of men aged 18 to 60. TCCs can only verify military registration documents and issue summonses but are not allowed to detain or transport citizens independently.

Detention Procedure

When detaining individuals, the police are required to follow certain procedures:

  • Explain the reason for detention;
  • Draw up a detention protocol;
  • Inform about the right to free legal assistance;
  • Continuously record actions on body cameras.

Additionally, the duration of detention must not exceed three hours from the moment of actual restriction of freedom.

Importance of the New Rules

These changes aim to ensure greater transparency and legal protection for citizens subject to mobilization. The introduction of new regulations is intended to reduce instances of abuse by law enforcement and ensure respect for human rights during the mobilization process.
