On September 21, 2026, Prime Minister Serhiy Koretskyi announced the approval of new rules for the operation of medical institutions in Ukraine during air threats. According to the new regulations, medical facilities will operate depending on the level of threat, ensuring the safety of patients and medical staff.
Rules for Yellow Level of Threat
At the yellow level of air threat, medical institutions will continue to operate. However, it is important to ensure:
- full access to shelters for staff, patients, and visitors;
- continuity of medical services.
Rules for Red Level of Threat
At the red level of threat, patients and medical staff must move to shelters. At the same time, the following will not be interrupted:
- surgical operations;
- resuscitation;
- intensive therapy;
- other assistance that is dangerous to interrupt.
Patients who cannot be moved will continue to be treated in the safest areas of medical facilities. Emergency medical assistance operates continuously, dispatch services accept calls, and ambulance teams respond to patients regardless of the threat level.
