On October 14, 2026, the Ukrainian Ombudsman Dmytro Lubinets reported that employees of the territorial recruitment centers (TCC) have begun entering private homes and forcibly detaining men. According to him, around 10 such incidents have already been recorded in various regions of the country.

Nature of the Incidents

Lubinets noted that in most cases, people open their doors themselves or leave them open, allowing TCC employees to enter the premises. However, there are also instances where men are forcibly taken from their homes. These actions have raised concerns as they may contain signs of criminal offenses.

Possible Reasons and Reactions

The Ombudsman believes that these actions could be a test of public reaction to such measures by the TCC. He emphasized that after a similar incident in one region, attempts at forcible detentions began in other regions as well. This may indicate a systematic approach to such actions by military recruitment offices.

Government's Position

At this time, there has been no official response from government authorities regarding these reports. However, the situation is causing concern among human rights defenders and the public. Lubinets urged caution and vigilance among citizens in light of such actions, which may violate their rights.
