On November 2, 2026, the Office of the Prosecutor General of Ukraine completed an investigation into former Prosecutor General Ruslan Kravchenko. Acting Prosecutor General Anton Koval'skyi announced that Kravchenko was found guilty of misconduct, and he is recommended for disciplinary action.
Investigation Circumstances
The investigation was initiated after Kravchenko traveled abroad in September 2026. This occurred amid the "Carthage" operation, during which the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) uncovered an alleged criminal organization within the OGP that reportedly "covered" fraudulent call centers. The investigation is examining Kravchenko's potential involvement in this scheme.
Identified Violations
According to Koval'skyi, Kravchenko violated several internal regulations of the OGP, including:
- using his official position for personal purposes;
- unjustified use of an invitation from a foreign state to travel abroad;
- independently signing the order for the business trip without involving the OGP's international cooperation department.
Kravchenko utilized an invitation to the PACE General Assembly, which was addressed to his deputy, Viktor Lohachev. Lohachev declined this invitation, and the OGP's international department informed PACE about it.
Next Steps
Since Kravchenko did not cause material damage to the OGP, he is recommended for disciplinary action, but criminal liability is not anticipated. This decision is an important step in the fight against corruption and abuse of power in Ukraine.
