The Ukrainian Foreign Intelligence Service has identified around thirty citizens of Yemen that Russia plans to recruit for the war against Ukraine. It is known that they were all recruited through a specially established administrative recruitment mechanism operating in Russia.
The first step in this process involved legalizing the Yemenis on Russian territory with the participation of military structures. The next step was to be the signing of contracts for military service, indicating Russia's serious intentions to use foreign mercenaries in its military operations.
