On September 30, 2026, the State Bureau of Investigation (DBR) reported the uncovering of a scheme of embezzlement of nearly one million hryvnias at the Medical Rehabilitation Center 'Odesa' of the State Emergency Service. According to the investigation, the acting head of the center and the chief nurse, together with representatives of private companies, organized the purchase of 24 tons of 'therapeutic' mud, which turned out to be ordinary mud.
The essence of the scheme
According to information provided by the DBR, the officials of the center entered into an agreement for the supply of therapeutic mud, but in fact received a product that did not meet the procurement conditions. This indicates possible document forgery and deception by the suppliers.
Signs of artificial competition
The DBR also revealed signs of artificial competition in the tender, indicating collusion among participants. As a result of the investigation, two officials from the Medical Rehabilitation Center and the head and manager of a private company were notified of suspicion of committing a crime.
