On September 24, 2026, former Member of Parliament Serhiy Pashynskyi admitted his guilt in abusing his official position and participating in a criminal organization. He agreed to a plea deal with the prosecution, under which he must pay a total of UAH 1.1 billion to the state and Defense Forces.
Terms of the Plea Deal
According to information provided by the Specialized Anti-Corruption Prosecutor's Office (SAP), Pashynskyi is obliged to:
- Pay UAH 600 million in compensation for damages to the state;
- Transfer UAH 400 million to the “Come Back Alive” fund or provide agreed-upon weapons for that amount;
- Allocate UAH 100 million to the “Sternenko Community” fund for the purchase of weapons for the Defense Forces.
Additionally, the court imposed a fine of UAH 867,000 and a one-year ban on holding positions in government bodies.
Context of the Case
The case involving Pashynskyi pertains to the seizure of arrested petroleum products belonging to Serhiy Kurchenko during the period from March to June 2014. As a result of Pashynskyi's actions, the state suffered losses exceeding UAH 817 million, according to the investigation.
Pashynskyi, who served as the acting head of the Presidential Administration in 2014 and headed the parliamentary committee on national security and defense, agreed to provide testimony that may complicate matters for other individuals involved in the case.
Prospects for Compliance with the Agreement
If Pashynskyi fails to fulfill the terms of the agreement, the SAP intends to appeal to the High Anti-Corruption Court (VAKS) to annul the plea deal and review the case in the general order. This could lead to serious consequences for Pashynskyi, including the possibility of a prison sentence.
