On October 12, 2026, it became known about the intentions of the Cabinet of Ministers of Ukraine to amend the rules for reserving employees. These changes will affect not only the defense and energy sectors but also other areas of the economy.

Main Changes in Reservation Rules

According to the draft amendments, the new reservation rules include:

  • For enterprises in the defense and energy sectors, the maximum number of reserved employees will decrease from 100% to 85%.
  • For heating, water supply, and waste disposal enterprises, the limit will decrease from 75% to 60%.
  • At enterprises with a 50% limit, the number of reservations will also be reduced. For example, if there are 100 employees at an enterprise, only 40 can be reserved instead of 50 if 20 of them have deferrals.

New Coordination Center

An important innovation will be the establishment of a new Coordination Center, which will include representatives of the SBU, HUR, SVR, and National Police. This center will be responsible for determining the criticality of enterprises and may recommend changes to the status of these enterprises.

Review of Criteria by October 20

The Cabinet plans to review the criteria for criticality for all sectors by October 20. It is currently unclear what will happen to already issued reservations that exceed the new limits, as the draft does not contain relevant information.
