Ukraine may introduce cryptocurrency tax from July 2027

On November 4, 2026, the relevant committee of the Verkhovna Rada of Ukraine supported a bill proposing the introduction of a cryptocurrency tax starting from July 1, 2027. This bill aims to regulate the market of virtual assets in Ukraine.

Main Provisions of the Bill

According to the document, the tax on cryptocurrency will be levied only on profits, specifically on the difference between the purchase and sale prices. Key points to note include:

  • The tax will only be applied to profits from the sale of cryptocurrency.
  • Exchanging one cryptocurrency for another will not be taxed.
  • Profits up to one minimum wage (9,546 UAH) will be exempt from taxation.
  • A preferential income tax rate of 5% will be applied to cryptocurrencies purchased before the law takes effect until the end of 2028.
  • Transactions involving crypto assets will be exempt from value-added tax (VAT).

Financial Monitoring and Market Participant Authorization

The bill also includes provisions for enhanced financial monitoring and verification of the origin of funds. Cryptocurrency exchanges and other market participants will be required to undergo authorization and comply with requirements regarding the storage of clients' assets and the protection of users' rights. This aims to increase transparency and security in cryptocurrency operations in Ukraine.

Next Steps

As of now, the bill has not yet been finally approved. The second reading is scheduled for November 2026. If the document is adopted, it will come into effect on July 1, 2027, marking a significant step in the regulation of the cryptocurrency market in Ukraine.
