On November 4, 2026, the European Commission approved a report on EU enlargement for 2026, which discusses the potential accession of Ukraine to the European Union in 2030-2031. The document outlines seven negotiation chapters that Ukraine may close by 2027.
Key Chapters for Closure
According to information provided by Espresso correspondent Tetyana Vysotska, in the first half of 2027, Ukraine will be able to close the chapter related to education and culture. In the second half of the year, the following chapters are planned for closure:
- intellectual property;
- social policy and employment;
- entrepreneurship and industrial policy;
- science and research;
- external relations;
- foreign policy, security, and defense policy.
Prospects for Completing Negotiations
Deputy Prime Minister for European and Euro-Atlantic Integration Volodymyr Chentsov stated that completing negotiations on Ukraine's accession to the EU by the end of 2028 is an ambitious but achievable goal. He emphasized that during 2027, Ukraine plans to adopt the main body of legislation across all negotiation chapters.
Among the key tasks facing Ukraine are reforms in the justice and law enforcement sectors. The successful implementation of these reforms will enable the European Commission to prepare a draft accession treaty.
