On October 12, 2026, Ukraine's Finance Minister Serhiy Marchenko announced that the country missed out on $29.5 billion in international funding due to unmet obligations. He emphasized that the volume of necessary funds remaining until the end of the year is extremely large, and this issue is critically important for Ukraine's survival.
Critical Need for Funding
Marchenko stated that Ukraine has an urgent need for international funding to fulfill reforms and obligations. He also added that due to the ongoing hostilities, the Ukrainian budget has suffered significant losses:
- missed 50 billion UAH in the first nine months of 2026;
- potential losses of up to 70 billion UAH by the end of the year.
Fulfillment of International Obligations
During a session of the Verkhovna Rada, Marchenko highlighted that the situation is under control, but the fulfillment of international obligations remains beyond control. MP Zheleznyak, present at the session, confirmed the minister's words, noting that this issue is critical for the country. According to him, Ukraine urgently needs to resolve matters with international partners to receive the promised funds.
