Ukraine plans to introduce an 'anti-occupation' norm aimed at protecting the property of Ukrainians left in temporarily occupied territories. This was announced by the Speaker of the Verkhovna Rada, Ruslan Stefanchuk.

The Essence of the New Norm

According to the new amendments to the Civil Code, the priority of property rights over the fact of possession will be established. This means that if a person retains property, this does not grant them rights to it, but only indicates a fact of possession.

Protection of Owners' Rights

The Speaker emphasized that the new norm will allow legitimate owners to reclaim their property without hindrance, even if it is in the hands of occupiers. According to Stefanchuk, 'when the owner comes, they do not argue with you about rights; they simply take what you do not have the right to.'

The Goal of the Initiative

This initiative is aimed at protecting Ukrainians whose property remains in occupied territories and preventing occupiers from gaining rights to this property merely through the fact of prolonged possession. Thus, the new norm is expected to be an important step in safeguarding property rights in Ukraine.
