Ukrainian President Volodymyr Zelensky announced the potential for trilateral talks between Ukraine, the US, and Russia that could take place in November 2026. The main goal of these negotiations is to achieve a ceasefire.

Key Conditions for Ukraine

Zelensky emphasized that Ukraine will not agree to a neutral status or limitations on its army. He stated that territorial issues should be resolved by the leaders of the states. Among the important conditions that Ukraine will raise in the negotiations are:

  • Ceasefire on energy and shipping.
  • Safe export of grain.
  • Exchange of all prisoners of war.

The President also stressed the importance of involving European partners in defining security guarantees for Ukraine.

Security Guarantees and Recovery

Zelensky mentioned that among the possible options for security guarantees are:

  • NATO membership.
  • Guarantees from the US.
  • Support from a coalition of willing countries.

He also noted that the lifting of sanctions against Russia should depend on the end of the war, the provision of security guarantees, and the recovery of Ukraine.

Technical Aspects of the Negotiations

Following recent talks in Oslo, Ukraine managed to restore the operation of Starlink systems at the required speed and lift restrictions on US intelligence data. However, the issue of air defense supplies remains unresolved. Zelensky noted that problems with Starlink may arise during the upcoming US midterm elections scheduled for November 3.
