Ukrainian Government Establishes Coordination Center for Employee Booking

On October 24, 2026, the Cabinet of Ministers of Ukraine announced the establishment of a Coordination Center for organizing the booking of military personnel. This new body aims to optimize the booking process and the definition of critical enterprises in the context of martial law.

Structure and Functions of the Coordination Center

The Coordination Center is a temporary advisory body that involves representatives from various government agencies responsible for the economy, defense, and the security of critical infrastructure. The co-chairs of the center are the Deputy Minister of Economy and Environment and the Deputy Minister of Defense.

Updated Booking Rules

The government has also revised the maximum booking limits for enterprises in the fuel and energy sector and the defense industry, now set at up to 95% of military personnel. It is important to note that the reduction in maximum limits does not apply to critical personnel, which includes:

  • Employees ensuring the production process;
  • Individuals involved in fulfilling defense contracts;
  • Specialists performing operational, repair, and emergency recovery work.

Enterprise managers have been granted the authority to independently determine whom to book within the established limit, allowing them to adapt bookings to the specifics of their operations.

Criteria for Defining Critical Enterprises

The center will also provide recommendations regarding the status of critical enterprises. Within 10 days, central government bodies and regional military administrations must review the criteria by which enterprises are recognized as critical. The status of a critical enterprise will not be automatically revoked; it will be retained only by those that meet the updated criteria.
