Ukrainian Government Increases Business Support under "Point of Support" Program

The Cabinet of Ministers of Ukraine adopted Resolution No. 1340 on October 28, 2026, which changes the conditions of the "Point of Support" program. This initiative aims to support employers who temporarily halted their activities due to hostilities, terrorist acts, or diversions.

Changes in the Amount of Assistance

The main change is the increase in the maximum amount of state support from two to three minimum wages. However, it is important to note that not all employers will automatically receive the maximum amount — the size of the payment will depend on the wage indicators of the specific employee. Additionally, the state will compensate the unified social contribution (USC) calculated on the amount of assistance.

Criteria for Receiving Assistance

Assistance is provided for an employee who meets the following criteria:

  • has been in an employment relationship with the employer for at least 6 months before the downtime or suspension of the employment contract;
  • the employer has paid USC for the last 6 calendar months.

Thus, now both the duration of the employment relationship and the actual payment of contributions will be checked.

Application Submission Procedure

Employers will be able to submit applications for assistance through the "Diia" Portal. Thanks to the automatic retrieval of some information from state registers, there will be no need to re-submit data already available.

If the application is incorrectly filled out, the Employment Center does not necessarily have to reject it immediately. They may leave it pending and notify about the necessary corrections. At least 3 working days are provided for correcting deficiencies, and upon the employer's request — up to 5. If mistakes are corrected in time, the application will be considered submitted from the date of the initial submission.

Application Review Timeframes

Decisions on electronic applications must be made within 10 working days. The Employment Center will notify about the results of the application review via email or other communication channels.
