On October 29, 2026, the Ukrainian government announced updates to the rules governing business operations during the yellow air alarm level. Prime Minister Sergiy Koretsky emphasized that the new requirements aim to ensure the safety of employees and visitors at enterprises.
Main Changes in Rules
Under the new regulations, entrepreneurs are given more time to set up shelters or safe spaces. This means that:
- Requirements for shelters will depend on the number of employees and visitors present at the facility at the same time.
- Businesses can utilize nearby shelters, even if they are located outside the enterprise.
- In some cases, instead of a full shelter, a safe space can be equipped, or access to the nearest underground shelter can be provided.
These changes do not eliminate safety requirements, which must remain a priority. By March 4, 2027, military administrations will check how enterprises comply with the new regulations.
Safety First
The Prime Minister stressed that the extension does not mean the cancellation of requirements. The safety of individuals must come first. Entrepreneurs must clearly inform their employees and visitors about the location of shelters and access to them.
Additionally, the government will provide opportunities for the purchase of mobile structures that can be used to set up shelters. This will allow businesses to adapt more quickly to the new conditions and ensure the safety of their workers.
