The United States plans to approach NATO allies for an additional $2 billion to purchase weapons for Ukraine under the PURL program. This request may be made as early as November 2026, according to Bloomberg citing sources.
Reasons for the Request
According to sources, the US is facing a funding shortfall of about $2 billion for already approved weapon packages. Despite this, Washington continues to supply arms to Ukraine, even if allies have not yet transferred the necessary funds. If the Pentagon decides to increase aid volumes, the deficit may grow.
The PURL Program
The PURL (Partnership for Ukraine's Resilience and Liberty) program is a mechanism through which NATO countries finance the purchase of American weapons for Ukraine. Under this program, alliance partners buy weapons from the US military-industrial complex and then supply them to the Ukrainian Defense Forces. Among the weapons being procured are, in particular, missiles for the Patriot system.
Political Context
Amid strained relations between Donald Trump and Volodymyr Zelensky, the PURL program continues to operate. Last month, the US even threatened to suspend arms deliveries due to Ukrainian strikes on Russian energy, but did not take such measures. Meanwhile, European countries are becoming increasingly cautious in funding the protracted war, which may be linked to upcoming elections in Spain, France, and Italy scheduled for this or next year.
