Verkhovna Rada approved the 2027 state budget in the first reading

On October 28, 2026, the Verkhovna Rada of Ukraine approved the draft state budget for 2027 in the first reading. A total of 239 members of parliament voted in favor of the decision.

Main Budget Provisions

Among the key aspects supported during the voting is amendment No. 1279, which proposes an increase in military salaries. This amendment is set to be refined before the second reading.

Additionally, the budget includes the following social indicators:

  • Minimum wage — 9546 UAH per month;
  • Living wage — 3691 UAH.

Rejected Proposals

During the budget discussions, the Rada also considered several other proposals. Notably, amendment No. 1003, which aimed to limit the salaries of public servants to 80,000 UAH, was rejected. Only 157 deputies voted in favor, which was insufficient for its approval.

If adopted, the restrictions would have applied to:

  • Members of parliament;
  • Judges, including members of the Constitutional Court;
  • Prosecutors;
  • Employees of the National Bank.

However, the new regulation would not have affected those directly involved in the defense of the country.

Next Steps

The government is expected to finalize the budget ahead of the second reading, which will take place soon. Lawmakers hope that the new budget will provide necessary social guarantees and support for the military during these challenging times.
