Verkhovna Rada Approves 2027 Budget: Minimum Wage and Social Expenditures

On October 28, 2026, the Verkhovna Rada of Ukraine approved the 2027 budget in the first reading. The main indicators of the budget set the minimum wage at 9546 UAH and the subsistence minimum at 3691 UAH.

Main Provisions of the Budget

The new budget outlines several key aspects regarding the financing of various sectors. The main priority remains defense financing, for which the government allocated 4 trillion 885 billion UAH. Additionally, maintaining expenditures in the social sphere, particularly in education, is significant.

Changes in Salaries and Funding

Among the adopted amendments, the increase in military salaries stands out as an important step in supporting the country's defense capabilities. At the same time, the deputies did not support the initiative to limit the salaries of civil servants to 80 thousand UAH per month, which concerns MPs, judges, members of the High Council of Justice, and other officials.

Termination of the 'National Cashback' Funding

Another important change was the decision to terminate the funding of the 'National Cashback' program in 2027. This decision has elicited various reactions among deputies and experts, as the program aimed to support consumer demand in Ukraine.
