On October 19, 2026, Ukrainian President Volodymyr Zelensky held a selector meeting to discuss the situation in the regions of the country following another wave of Russian attacks. As a result of these attacks, 28 substations and other key energy facilities were hit, leading to significant electricity supply issues.
Restoration Efforts and Preparation for the Heating Season
The President noted that restoration work is ongoing in all affected regions, and energy companies are gradually restoring electricity to the people. Zelensky expressed gratitude to all repair crews and energy company workers for their efforts during this challenging time.
A report from the Prime Minister of Ukraine on the preparation of infrastructure for the heating season was also heard at the meeting. Key areas of focus were identified for government structures, energy companies, as well as regional and local authorities.
Issues with Air Defense and Logistics
The President emphasized that some political agreements regarding the strengthening of air defense (AD) have still not been fulfilled. In particular, there are delays in the supply of certain types of military equipment from the United States. Zelensky stressed the need for urgent contacts with partners to obtain support.
Additionally, the President reported that various sections of the front are experiencing issues with the operation of Starlink and Starshield services, which are ceasing to function at speeds of 130–161 km/h. This complicates front-line logistics and limits the use of drones, particularly mid-strikes and interceptors against reactive "Shaheds".
Production of Turrets and International Support
Together with the Minister of Defense, the Commander-in-Chief of the Armed Forces, and the Commander of the Air Forces, Zelensky identified additional capabilities for the production of turrets that have proven effective in countering drones. Orders for this product are being increased, and it is crucial to expedite all processes, including organizational and financial ones.
The President also noted that there are directives regarding contacts with the Baltic states to support Ukrainian logistics. A report from the Ministry of Foreign Affairs of Ukraine on this issue is expected.
